Submit a Case for Review

ECHO accepts case submissions from survivors, families, advocates, and community members. All submissions are reviewed with care and strict confidentiality.

What ECHO Can and Cannot Do

ECHO is a civilian nonprofit organization. Our investigators are Florida Board Certified Investigators and Certified Human Trafficking Investigators — not law enforcement officers. We operate in a supportive, collaborative role alongside law enforcement and other agencies, never in place of them.

What ECHO can do

  • Have our Florida Board Certified Investigators and Certified Human Trafficking Investigators conduct a civilian review of cold cases, active missing persons cases, and suspected human trafficking cases
  • Assist law enforcement in a supportive, non-authority role during case review — providing research, documentation, and investigative findings to the appropriate agency
  • Conduct lawful open-source research in support of a case
  • Provide family advocacy and help navigate available resources
  • Coordinate findings with appropriate law enforcement agencies when relevant leads are identified
  • Offer compassionate support and case status communication to families

What ECHO cannot do

  • Exercise law enforcement authority, make arrests, or conduct criminal investigations — ECHO investigators are civilian professionals, not law enforcement officers
  • Guarantee a specific outcome or timeline for any case
  • Provide legal representation or legal advice
  • Access law enforcement databases, sealed records, or restricted information
  • Replace or substitute for law enforcement, prosecutors, or the courts

Who Can Submit

ECHO accepts case submissions from survivors of exploitation, families of missing or murdered individuals, advocates acting on behalf of a victim or family, and community members with relevant information. Law enforcement agencies and social service organizations may also contact ECHO to explore collaboration.

Confidentiality

All case submissions are handled with strict confidentiality. ECHO will not share your information or the details of a submission with any third party without your consent, except as required by law or to protect the safety of individuals. Submitting a case does not create an attorney-client relationship or any other privileged relationship.
